They are gonna be hidden in some buildings or some safe shelter but they are gonna get out from there once and that is the perfect moment for you to shoot them. Each terrorist dead means an amount of money so collect as many money as you can accomplishing the missions and upgrade your weapon and watch out because they also can shoot you and if you don't pay enough attention, you can get killed by one of them!
