Empire City is a city development and management game online where you take the helm of an ancient Roman-like city. Build it into a powerhouse!

Build your Empire City Online!

Use the mouse to interact with the city and make changes. Use the touch controls if playing on a phone or tablet.
Follow the directions and guidance given to you by Julia and Flavius. You are the Prefect, and they are your advisors.
Start by building a residential house. Make sure that it is connected to a road. Every establishment needs a road.
Build roads to ensure easy travel between the houses, workplaces, tourist destinations, town hall, and other fixtures.
Create a mine and quarry, as well as other industry workplaces. Use them to extract and create resources.
Use the resources at your disposal to extend the city. Build houses and bring people in to live in them.
Make sure that you also focus on farming of animals and produce. Keep your city's residents fed and happy!
Expand the city, but with a strategy in mind. Make sure your citizens are happy, or they rebel.
Keep earning coins and gold, and make the city and its people rich. The world runs on money!

Always upgrade, refurbish, and redesign your houses, so that they advance in time. Stay modern and up to date, making your city the biggest attraction.

If you have your residents living in very good conditions, they will be happy, work more, and in turn your empire grows bigger and richer!
