Install metal detectors to prevent people from bringing in weapons and bad items. Safety is very important! While they're waiting for their trains, they should be comfortable. Build chairs for them to sit on.

Here's an idea! While they wait, they could get a coffee. Set up a cafe in one of the vacant lots. The rent you get from the cafe gets put back into the train station's budget. Businesses and foot traffic go hand-in-hand, and help you develop more!
