You complete each level at the moment when you will have filled the glass with water, which makes the face on the glass smile and be happy, and the level will be done with. The glasses need to be filled all the way to the dotted line inside them, no less, not too much more.
Use the mouse to draw lines on the screen, or the finger, if you're playing on a phone or tablet, and find a workaround for the platforms and various obstacles presented. You have a limited amount of ink to draw with, so try using as little of it as possible to get more stars per level, as you can get 1, 2, or 3.
